As amended on 1/5/2026: - Allows a local agency to use an automated decision system to confer supportive services, including eligibility services, benefits, and assistance, permits, or licenses, but only if it is used as one of the factors a user considers in reaching a decision. - Prohibits using an automated decision system to substitute human judgment. Prohibits using output from an automated decision system as the sole basis for an adverse eligibility or benefit determination affecting a natural person. Requires human review before any adverse action is taken. - Prohibits an agency from representing work generated solely by an automated decision system as the user’s own original work. - Requires documentation or disclosure of automated decision system use. - Requires the agency to verify accuracy and safeguard personal information and provide periodic audits. - The previous version of the bill related to public sector workers, but those provisions were replaced with the 1/5/2026 amendment.
