As introduced: - Creates a new felony offense, punishable by one to five years imprisonment and a fine of up to $10,000, for digitally altering media to depict an actual minor engaged in sexually explicit conduct. - Defines an "actual minor" as a living or once-living person whose image was taken when they were under the age of 18.
