As introduced: - Prohibits controllers of online services from entering into a user agreement with a known minor (under 18) without first obtaining verifiable parental consent. - Requires providing parental control for minor users over privacy settings, limiting the collection or sharing of data, preventing collection of precise geolocation data, displaying targeted advertising, or preventing purchases. - Requires a controller that allows advertisers to disclose the name of the product, subject matter, the reason why the advertisement has been targeted to the minor, the way in which data leads to targeted advertisement, and whether the media is an ad. - Requires disclosure of algorithms to automate the suggestion, promotion, or ranking of information on the service. - Requires controllers to exercise reasonable care to prevent a range of harms to minors using their service, including exposure to self-harm, eating disorders, bullying, and sexual exploitation.
