As introduced: - Establishes that digital assets, including digital content, computer files, cryptocurrency, tokens, virtual property, and other data stored or recorded electronically are personal property and subjects government restrictions on the lawful use of technology resources to strict scrutiny. - Requires deployers of critical artificial intelligence systems that control critical infrastructure facilities to develop, maintain, and follow a risk management policy. - Creates a safe harbor from civil liability for deployers who comply with the risk management policy requirements, with certain exceptions for personal injury, willful misconduct, and actions brought by the Attorney General. - Preempts localities from enacting regulations on technology resources, digital assets, or artificial intelligence systems that are inconsistent with this statewide chapter.
