As introduced: - Establishes deadlines for prior authorization decisions and requires independent clinical review of any adverse action materially influenced by an automated decision support tool. - Requires managed care plans to cover telehealth services at a payment rate equal to that of in-person services. - Prohibits managed care plans from retroactively denying coverage for medically necessary health interventions provided to an enrollee during emergency services. - Requires a health carrier to notify the insurance commissioner and all enrollees within 72 hours of a known or suspected data breach. - Expands the Insurance Commissioner's enforcement authority over health carriers and establishes new carrier reporting requirements for prior authorization, network adequacy, and the use of automated decision-making tools.
