As introduced: - Requires an operator of a conversational artificial intelligence service to disclose to a user that they are interacting with an AI. - Requires operators to adopt protocols to respond to user communications regarding suicidal ideation by referring them to crisis services. - Prohibits a conversational artificial intelligence service from making a representation that indicates the service provides professional mental or behavioral health care. - Establishes specific protections for users known to be minors, including a disclaimer every three hours that the interaction is with a chatbot, prohibitions on addictive design features, and the generation of sexually explicit or emotionally manipulative content. - Requires offering user or parental tools to manage a minor's account. - Requires operators to submit an annual safety report to the Department of Commerce and Consumer Affairs and authorizes the attorney general to enforce violations with civil penalties.
