As introduced: - Requires an autonomous vehicle operator to receive prior approval from the Dept. of Transportation for its operational design domain and service area before operating on public roads. - Mandates operators submit quarterly safety performance reports and requires vehicles to continuously record and retain operational data related to collisions and near-miss events. - Requires a fully autonomous vehicle to demonstrate compliance with department-certified performance tests for interactions with vulnerable road users, such as motorcyclists and pedestrians. - Increases the required liability insurance for a fully autonomous vehicle to at least $5 million per occurrence. - Establishes a civil penalty of up to $25,000 per violation for non-compliance and creates the Autonomous Vehicle Safety Fund to administer safety programs.
