As introduced: - Upgrades crimes relating to child pornography. - Establishes new crimes for producing, distributing, or possessing obscene "virtual" child pornography, which are images that appear to depict a child but are not of a real person. - Creates a rebuttable presumption that an image appearing to be of a child is an actual child and allows hearsay evidence to prove a child's identity and age in prosecutions.
