As introduced: - Allows for the operation of an autonomous vehicle with its automated driving system engaged without a driver's license. - Requires an automated driving system to be able to achieve a minimal risk condition or issue a request to intervene. - Establishes a framework for authorizing autonomous vehicles to operate as for-hire carriers for transporting persons or property. - Requires a person operating an autonomous vehicle with the system engaged to maintain a liability insurance policy of at least $1 million. - Prohibits local governments from regulating or imposing specific taxes or fees on autonomous vehicles and on-demand autonomous vehicle networks.
