As introduced: - Prohibits making chatbots available to minors if they are designed as AI companions or include human-like features, and requires age verification for such systems. - Establishes requirements for making a therapy chatbot available to a minor, including that it be prescribed and monitored by a licensed mental health professional, it discloses it is a chatbot to the user, and the system's functions, limitations, and data privacy policies are transparent. - Requires deployers to implement a system to detect, report, and mitigate emergency situations where a user indicates a danger to self or others. - Authorizes the attorney general to seek injunctions and civil penalties of up to $5,000 per violation, provides a 90-day period to cure violations, and specifies the act does not create a private right of action.
