As introduced: - Requires the full price of a ticket, including all fees, to be disclosed to the purchaser for all online and electronic ticket sales. - Prohibits speculative sales without disclosure to the purchaser that the reseller does not have actual possession of the ticket, and requires a reseller to disclose the zone and seat location of a ticket. - Requires a reseller to deliver a ticket within 72 hours of purchase. - Requires a reseller to provide a full refund within 7 days of an event being cancelled, and states that a consumer is entitled to double the refund if the reseller does not meet this deadline. - Prohibits a ticket issuer from using a non-transferable ticketing system unless it also offers the purchaser a transferable ticket option at no additional cost. - Prohibits the use of automated software ("bots") to bypass security measures or purchase limits when buying tickets. - Requires ticket issuers for events with a capacity over 3,500 to publicly disclose the percentage of tickets allocated for various non-public sales seven days before tickets are available to the general public.
