As introduced: - Requires large frontier artificial intelligence developers to adopt, publish, and comply with a catastrophic risk management framework and publish transparency reports before deploying new models. - Mandates that frontier developers report critical safety incidents to the Attorney General, who will produce an annual anonymized report on such incidents. - Establishes a consortium within the Department of Innovation and Technology to create a framework for a public cloud computing resource, ILCompute, to advance safe and equitable AI. - Authorizes the Attorney General to impose civil penalties of up to $1 million per violation for noncompliance. - Exempts critical safety incident reports and catastrophic risk assessments submitted to the Attorney General from disclosure under the Freedom of Information Act.
