As introduced: - Creates the Automated Driving Systems Development Act to establish and exclusively regulate a permit program for highly automated vehicle pilot projects. - Limits pilot project operations to Cook, St. Clair, and Madison Counties. - Authorizes the Secretary of State to issue permits based on recommendations from a new review committee and after a vehicle passes a state-developed driving test. - Requires pilot project operators to carry insurance of at least $3 million per personal injury instance. - Mandates operators maintain a public portal and report all crashes within 5 days, including video and sensor data from the event.
