As introduced: - Requires large developers of frontier models to adopt and publish a public framework addressing catastrophic risk management, transparency, and cybersecurity. - Mandates developers of frontier models report critical safety incidents to the Illinois Emergency Management Agency and Office of Homeland Security and publish transparency reports prior to deployment. - Establishes a consortium to develop a framework for a public cloud computing resource to be known as ILCompute. - Authorizes civil penalties up to $1,000,000 per violation for noncompliance.
