As introduced: - Shields developers of frontier AI models from liability for critical harms, provided the developer did not act intentionally or recklessly and publishes a safety protocol and transparency report. - Deems a developer compliant with the Act's requirements if they agree to be bound by specified European Union AI regulations or enter into a qualifying agreement with a federal agency. - Sunsets the Act if the federal government enacts a law or regulations with overlapping requirements for frontier model developers. - Deems a developer compliant with the Act if they are in compliance with a substantially similar safety framework from another state.
