As introduced: - Establishes requirements for the operation of autonomous vehicles on public roads for testing purposes by a driver who possesses the proper class of license for the type of vehicle being operated. - Requires manufacturers to maintain $5 million in insurance, a surety bond, or proof of self-insurance for the operation of autonomous vehicles. - Assigns liability for traffic violations to the manufacturer if the autonomous technology is engaged at the time of the offense. - Prohibits manufacturers and dealers from deceptively marketing partial driving automation features and requires a clear disclosure of the features' functions and limitations to buyers.
