As introduced: - Requires primary ticket sellers to clearly publish the number of tickets offered at any pre-sale event, and the number of tickets withheld for a public sale. - Requires ticket sellers to display the total all-in price of a ticket upfront. - Requires tickets issued for a live event in Illinois to be made available in a readily transferable format, such as a paper ticket to PDF. - Prohibits ticket issuers from restricting a purchaser's ability to transfer or resell a ticket and requires support for ticket validation on third-party platforms. - Prohibits a contract or agreement between an event venue in Illinois and a ticketing service provider from requiring the venue to use exclusively that ticketing service for all events for a term exceeding 5 years. - Prohibits the use of automated software to purchase tickets in excess of posted limits and makes it illegal to establish minimum resale price floors. - Mandates full cash refunds for canceled events and establishes consumer rights to a refund for significantly postponed events. - Limits the use of mandatory arbitration and prohibits contractual waivers of a consumer's right to file in small claims court or participate in a class action lawsuit.
