As introduced: - Requires a grocery store that offers a digital coupon to consumers for the purchase of goods must make available a corresponding physical or paper copy of the coupon of equal value to consumers upon request and easily accessible throughout the store. - Requires any digital discount price to be clearly shown where goods are displayed or on each individual item offered for sale. - Requires a grocery store to post a sign or notice at or near the checkout register and visible to consumers, stating that digital coupons are available in paper form and will be honored upon request, even if the consumer is not enrolled for the electronic medium where the coupon was offered. - Prohibits the use of surveillance-based price setting or surveillance data to inform the individualized price assessed to a consumer for goods and services. - Exempts discounted prices offered through a loyalty, membership, or rewards program that a consumer affirmatively enrolls in from the surveillance pricing restriction.
