As introduced: - Requires an operator of a conversational AI service to disclose that the service is AI if a user could reasonably believe they are interacting with a human after every three hours. - Requires an operator of a conversational AI service to disclose to a minor account holder that the service is AI and not a human at the beginning of each interaction and every three hours. - Establishes specific protections for minors, including enhanced disclosure, parental controls for users under 13, and prohibitions on addictive reward mechanisms and the generation of sexually explicit or deceptive romantic relationship content. - Requires operators to adopt protocols to respond to user prompts about suicide or self-harm and prohibits services from representing that they provide licensed mental health care. - Authorizes the Attorney General to enforce the requirements with civil penalties and clarifies that the bill does not create a private right of action.
