As introduced: - Prohibits an automobile insurer from increasing rates, applying surcharges, or making coverage conditional on an insured's use of an advanced autonomous driving system. - Authorizes the Insurance Commissioner to impose an administrative penalty of up to $10,000 per violation. - Creates a private right of action for a policyholder to seek damages and injunctive relief for violations.
