As introduced: - Prohibits the use of artificial intelligence (AI) to make independent therapeutic decisions, directly engage in therapeutic communication with clients, or generate treatment plans without a licensed professional's review and approval. - Requires that therapy or psychotherapy services be conducted by a licensed professional. - Permits licensed professionals to use AI for administrative or supplementary support tasks, provided the professional maintains full responsibility for the system's use. - Authorizes health-related licensing boards to impose a civil penalty of up to $10,000 per violation. - Exempts religious counseling, peer support, and general self-help materials from these regulations.
