As introduced: - Requires proprietors of chatbots to clearly disclose to a user that they are interacting with an artificial intelligence program. - Prohibits a chatbot from providing information or advice that would require a professional license, including for medical, mental health, or legal services. - Requires proprietors of companion chatbots to take steps to prevent the promotion of self-harm and, upon detecting a user expressing thoughts of self-harm, to prohibit use of the chatbot for 72 hours and provide suicide crisis information. - Creates a civil cause of action for violations and establishes strict liability for proprietors of companion chatbots if a minor user inflicts self-harm and the proprietor failed to make a good faith effort to determine the user's age.
