As introduced: - Creates the Responsible Artificial Intelligence Safety and Education Act or the "RAISE Act", requiring developers of artificial intelligence models, before deployment, to implement, publish, and provide to the attorney general a safety and security protocol designed to prevent critical harm. - Prohibits a developer from deploying an artificial intelligence model if it creates an unreasonable risk of critical harm. - Requires a developer to disclose any safety incident affecting an artificial intelligence model to the attorney general within 72 hours. - Authorizes the attorney general to seek civil penalties for violations and establishes a private right of action for persons injured by a violation.
