As introduced: - Establishes a permitting framework overseen by the commissioner of public safety for the operation of Level 4 and 5 autonomous vehicles. - Requires operators of autonomous vehicles without a human driver to maintain at least $10,000,000 in financial responsibility. - Imposes joint and several liability for collisions on the authorized operator, vehicle manufacturer, automated driving system manufacturer, and any associated on-demand network. - Creates requirements for on-demand autonomous vehicle networks, including undergoing a pre-authorization traffic study, meeting service equity and accessibility standards, and paying an annual worker impact fee per vehicle.
