As amended on 4/8/2026: - Prohibits deployers from making AI chatbots with human-like features or social AI companions available to minors. - Requires deployers to implement systems to detect and respond to emergency situations where a user indicates an intent to harm themselves or others. - Limits the collection and storage of user information to the minimum amount necessary to fulfill a legitimate purpose. - Authorizes the Attorney General to enforce the provisions and creates a private right of action for minors who use a non-compliant chatbot. - The 4/8/2026 amendment pushes the effective date to February 15, 2027. Deletes age verification requirement for chatbots. Deletes provision allowing therapy chatbot access for minors. Adds a requirement to respond to minor users who express an intent to commit harm. Amends damages. Directs the creation of a working group.
