As amended on 4/14/2026: - Creates the the Preventing AI User Self Endangerment (PAUSE) Act, requiring a companion chatbot operator to adopt and make publicly available policies and protocols for identifying and responding to crisis expressions by users. - Requires that upon detection of a credible crisis expression, the chatbot should notify the user that a second credible crisis will trigger a pause in services, with communication to the user about resources to assist the user. Requires an operator to pause services for a second credible crisis expression within 72 hours until review from a human moderator.
