As amended on 6/1/2026: - Prohibits covered AI companion chatbot operators from providing unsafe features to users the operator knows are minors. - Defines “unsafe chatbot features” as chatbot design elements that simulate human relationships or companionship, deceive users or minors about the chatbot’s non-human nature, manipulate emotional engagement through flattery or emotional appeals, use personal information to deepen interactions, prioritize engagement over safety, or generate harmful, sexually explicit, or self-harm-related content. - Requires chatbot operators to offer at least one age verification method that allows a user to maintain anonymity. - Exempts chatbots used solely for customer service, product or account information, or internal business or government employee productivity purposes. - Grants enforcement authority to the attorney general. - The 5/11/2026 amendment adds to "unsafe chatbot features", clarifies the customer service chatbot exemption, and deletes the private right of action. - The 6/1/2026 substitutes the term "covered AI companion chatbot." Clarifies customer service exemption. Clarifies age assurance.
