As enacted: - Creates the Agricultural Data Privacy Act to require separate written consent for a controller or third party to process or sell a person's agricultural data. - Requires a controller or processor of agricultural data to maintain reasonable security standards. Grants enforcement authority to the attorney general with no private right of action. - Requires the operator of a conversational chatbot to disclose to minor users every three hours that the interaction is not with a human. Prohibits offering rewards to a minor to increase engagement. - Requires reasonable measures to prevent a conversational chatbot from making statements to a minor regarding sexual content, claims of sentience, simulated emotional dependence, romantic or sexual innuendo, and role-playing of adult-minor relationships. - Requires disclosure to all users that the interaction is not with a human if a reasonable person would be misled the chatbot is a human. Requires protocols for dealing with user prompts regarding suicidal ideation of self harm. - Prohibits a conversational chatbot from indicating it can provide professional mental health care. - Grants enforcement authority to the attorney general with no private right of action. - The 4/1/2026 amendment added provisions relating to conversational chatbots.
