As amended on 4/2/2026: - Prohibits a developer or deployer of an artificial intelligence system from advertising that the AI is able to act as a mental health professional or provide therapy services. - Prohibits social media platforms from allowing minors under 16 to create or maintain accounts independent from a parent or guardian, and requiring verified parental consent for minors 16 or older to hold accounts. - Requires social media platforms to implement age verification for all Missouri users, provide parents access to review their minor's account activity and request deletion, and limit messaging between minors and unverified adults. - Prohibits platforms from using addictive design features targeting minors, serving paid advertising to minors under 16, or permitting direct messaging from unverified adults to minors. - Prohibits creating or disclosing nonconsensual sexual material of a person. Requires information content providers to provide a process for depicted individuals to submit a request to remove nonconsensual sexual digital depictions. - The 4/2/2026 amendment added provisions prohibiting AI systems from providing therapy services and prohibiting sexual deepfakes.
