As introduced: - Creates the Artificial Intelligence Innovation Trust Fund to provide grants or other financial assistance to companies developing or deploying artificial intelligence models in key industry sectors or establish or promote artificial intelligence entrepreneurship programs. - Requires an artificial intelligence developer before training a model to implement reasonable security standards, a capability of enacting a full shutdown, written safety and security protocols to avoid producing a critical harm with testing protocols. - Requires a developer to take measures to avoid critical harm. Requires third-party investigations. Requires a signed statement of compliance. Requires reporting of safety incidents within 72 hours. - Creates liability for a developer for foreseeable critical harm from misuse or unintended uses, irrespective if the misuses involve fine-tuning. - Requires covered entities funded by the act that impact individual rights to critical services to conduct exploratory algorithmic fairness assessments to detect and mitigate potential bias. - Requires written policies for computing clusters. - Grants sole enforcement authority with the attorney general.
