As substituted 5/12/2025: - Allows voters whose registration status cannot be confirmed to vote absentee, special needs, or on a questioned ballot. - Amends provisions to move voters to inactive status and to cancel voter registrations. - Accepts tribal identification cards as valid voter ID, replacing hunting/fishing licenses. - Modifies voter registration maintenance, requiring the division to identify and remove voters who establish residence in another state. - Establishes requirements for a representative requesting a special needs ballot. - Requires annual audits of the voter registration list by an external expert. - Eliminates witness requirements for absentee ballots while strengthening ballot verification methods. - Requires secure ballot drop boxes at division offices and locations determined by regulation. - Prohibits using synthetic media in electioneering communications without disclosure. - Expands definition of crime of unlawful interference with an election for certain tampering of ballots and equipment and improper disclosure of results. - Removes certain language regarding which offices must be established to inspect reports filed by candidates. - Redefines "true source contributions". - Modifies requirements regarding permanent fund dividends.
