As introduced: - Prohibits making election-related communications that include a deepfake without a disclosure. - Requires state agencies to conduct an inventory of generative artificial intelligence systems used for consequential decisions and requires an impact assessment of such systems. - Requires state agencies to notify individuals when generative AI is used for consequential decisions, and obtain consent before soliciting or acquiring sensitive personal data that will be used by the system. Requires an appeals process for human review. - Requires job applicants to state agencies to be informed about any video interview that uses generative AI. - Prohibits a state agency from using AI for a consequential decision that involves biometric identification, emotion recognition, cognitive behavioral manipulation, or social scoring. - Prohibits state agencies from using AI for consequential decisions if the data is hosted by a foreign adversary. - Requires state agencies to provide notice if data about an individual is transferred.
