As perfected 3/10/2026: - Authorizes the operation of fully autonomous vehicles on public roads without a human driver, provided the operator first submits a law enforcement interaction plan and proof of financial responsibility. - Designates the automated driving system, when engaged, as the legal driver or operator of the vehicle for the purpose of assessing compliance with traffic laws. - Exempts fully autonomous vehicles designed to operate exclusively by the automated system from motor vehicle equipment laws that relate to a human driver. - Prohibits local governments and other state agencies from banning, regulating, or imposing specific taxes or fees on the operation of autonomous vehicles.
