As introduced: - Authorizes the operation of fully autonomous vehicles on public roads without a human driver, provided certain safety and compliance conditions are met. - Designates the automated driving system as the legal driver and operator of the vehicle for purposes of traffic law compliance when the system is engaged. - Permits the operation of on-demand autonomous vehicle networks and autonomous commercial motor vehicles. - Prohibits local governments from regulating, taxing, or banning the operation of autonomous vehicles, granting exclusive regulatory authority to the state. - Exempts autonomous vehicles designed for exclusive operation by the automated system from state motor vehicle equipment laws related to human drivers.
