As prefiled: - Proposes an amendment to the state constitution to stipulate that no state law or constitutional provision creates a right to possess child pornography or engage in racketeering, and to explicitly authorize state and local governments to outlaw and punish these activities. - Creates a private right of action for any person to sue individuals who violate federal laws on child pornography or racketeering, and mandates that courts award injunctive relief and attorney's fees to a prevailing plaintiff.
