As introduced: - Prohibits deployers of AI chatbots from making human-like features and social AI companions available to minors, and requires the implementation of reasonable age verification systems. - Prohibits generative AI systems that serve as companions from being available to minors, requiring age verification. - Allow therapeutic chatbots to be accessed by minors if there is a disclaimer that the chatbots is AI, it is not marketed as a substitute for a human professional, a licensed professional prescribes the tool as part of a treatment plan and monitors its use and impact, with transparency from the developer. - Requires deployers to implement systems to detect and respond to emergency situations. - Restricts the collection of user data to the minimum necessary for a legitimate purpose. - Authorizes the Attorney General to bring civil actions for violations and creates a private right of action for minors.
