As enacted: - Requires the State Board of Education (state board) to create a model policy on the balanced use of classroom technology, including grade-level frameworks that limit screen time and prohibit take-home devices for younger grades. - Directs the state board to create a model policy for artificial intelligence (AI) use that prohibits educators from using generative AI for independent grading or making high-stakes determinations about students. - Requires local education agencies (LEAs) to adopt local policies based on the state board's model technology and AI policies. - Mandates the inclusion of AI standards in the state's core computer science standards and allows high schools to offer an optional AI "sandbox course" with parental consent. - Requires LEAs to create a resource plan to accommodate students who demonstrate a technology-related learning difficulty. - The 1/27/2026 substitution directs the state board to adopt standards to address digital skills, age-appropriate social media literacy, artificial intelligence awareness, screen-time management, digital responsibility, privacy, and security, and digital media literacy. - The 2/4/2026 substitution allows students to take home devices with parent opt in. Requires LEAs adopting a modified version of the state model policy to use a structure similar to the state’s grade-level framework.
