As introduced: - Requires deployers of AI chatbots to verify the age of all users and either prohibit minors under 19 from accessing chatbots with human-like features or provide an alternative version without such features. - Requires chatbot deployers to implement systems to detect and mitigate situations where a user expresses intent to harm themself or others. - Limits the collection and storage of user information to the minimum amount necessary for a legitimate purpose. - Allows a therapeutic AI chatbot to be made available to a minor if prescribed and monitored by a licensed mental health professional. - Establishes a private right of action for violations and authorizes the Attorney General to seek injunctions and civil penalties.
