As introduced: - Prohibits operators of companion artificial intelligence products from using certain manipulative design features, such as variable reinforcement schedules or feigning emotional distress to retain users, unless an adult user opts in. Prohbiits those features for minors. - Requires clear notification to users that they are communicating with an AI, which cannot be disabled for users who are minors. - Mandates the implementation of a crisis intervention protocol to detect users at risk of suicide or self-harm and provide them with crisis resources. - Establishes that a violation constitutes an unfair or deceptive trade practice and allows for civil action based on a product defect claim for harm caused by the product.
