As introduced: - Prohibits a person from engaging in surveillance-based price discrimination by offering an individualized price for a good or service based on a consumer's personal information. - Exempts certain practices from the prohibition, including differential pricing based on the cost to provide the service, discounts offered to specific groups such as military members or seniors, discount eligibility is based on information affirmatively and voluntarily provided by the consumer, and the business of insurance. - Authorizes the attorney general to adopt rules and, along with district attorneys, to bring civil actions for violations with penalties of up to $10,000 per violation. - Creates a private right of action for aggrieved consumers to sue for damages, including the greater of actual damages or $3,000 per violation.
