As introduced: - Prohibits suppliers of certain AI chatbots from selling or sharing a consumer's health information or other inputs, with limited exceptions that require consumer consent and adherence to federal health privacy standards. - Prohibits suppliers of chatbots from using consumer input for targeted advertising. - Requires suppliers of certain AI chatbots to obtain consumer consent to a publicly-filed policy that discloses the chatbot is not human and outlines risk management, safety testing, and data privacy procedures. - Stipulates that a chatbot regulated under this act cannot be represented as being or replacing a mental health professional. - Authorizes the Bureau of Consumer Protection to enforce these provisions, including levying fines up to $2,500 per violation, with collected penalties directed to the 988 Suicide and Crisis Lifeline fund.
