As introduced: - Prohibits governmental entities from using biometric data to identify a person, geolocation data to track a person or vehicle, or automatic license plate reader systems. - Establishes exceptions for law enforcement to use these technologies, generally requiring a warrant, for purposes including investigating violent felonies, locating missing persons, or identifying stolen vehicles. - Requires governmental entities that use these technologies under an exception to adopt a written policy governing their use, including a data retention limit of seven days for data not part of an active investigation. - Creates a civil cause of action for individuals to sue a governmental entity for violations and waives governmental immunity for such actions.
