As introduced: - Prohibits a law enforcement agency from using a surveillance or investigatory technology including biometric surveillance, facial recognition, location tracking, open-source data gathering, reverse-keyword information, or reverse-location data, unless specifically authorized by state statute, with a limited exception for use during a declared emergency. - Creates a private right of action. Excludes evidence obtained through the unlawful use of a surveillance or investigatory technology. - Requires law enforcement agencies to annually report on their use of such technologies.
