Summary

As amended 5/6/2026: - Outlines rules governing the operation of fully autonomous vehicles without a human driver, licensing, insurance, duties following crashes, operation of on-demand autonomous vehicle networks, registration and title requirements, and the controlling authority over these vehicles. It also addresses the operation of vehicles with automated driving systems when a human driver is present. - Disallows the imposition of taxes on autonomous vehicles. - NOTE: Amendment (5/6) makes the following changes: - Modifies definition of "fully autonomous vehicle" to remove language referencing "level 4 or 5 system under SAE J3016" and instead provides specific language regarding the vehicle motion control and sensing modalities. - Places liability for any violations of applicable traffic or motor vehicle safety laws while the automated driving system is engaged on the owner of a fully autonomous vehicle. - Prohibits an on-demand autonomous vehicle network from operating in a city with a population of five million or more without first paying a five million dollar start-up surchage, and a one-million dollar operating surcharge to the department of motor vehicles. - Requires all revenues generated from surcharges from the autonomous vehicle network to go to workforce development for individuals who hold a license with the taxi and limousine commision. - Removes language that would prevent a state agency, political subdivision, municipality, or local entity to prohibit the operation of fully automated vehicles, automated driving systems, or on-demand autonomous vehicle networks. - Requires all surcharge revenues to be used for the purpose of workforce development and training to individuals who hold a license with the taxi and limousine commission.
