Summary

As enacted: ++Technology++ - Requires social media platforms, gaming platforms, and other covered online services used by minors to conduct age assurance to reasonably determine whether a user is a covered minor. Requires default settings that prevent adults who are not already connected from privately messaging them, viewing full profiles, downloading or responding to their content, tagging them, or viewing their location information. - Regulates “integrated AI companions,” requiring integrated AI companions to conduct age assurance to verify a user is a minor, and to block access by default, unless a parent has given consent. (Part Y) ++Chemical++ - Exempts, from existing requirements of the environmental quality review act under the environmental conservation law, water and wastewater infrastructure projects that, among other things, replace, rehabilitate, or reconstruct municipal water or wastewater infrastructure, in-kind and on the same site, including lead service line replacement. (Part R) ++Energy++ - Establishes blue ribbon commission on residential energy rates. (Part TT) ++Environment++ - Requires the plan toward achieving the statewide greenhouse gas emissions limits to be updated in 2028 and every 6 years thereafter. (Part VV) - Orders Dept. of Environmental Conservation to consider feasibility and adoption of cap-and-invest program for GHG emissions that could be linked to other jurisdictions. (Part VV) - Orders DEC to consider feasibility and affordability when developing emission standards and clean energy standards, and the importance of fostering economic growth. (Part VV) - Increases, from 40% to 45%, goal of spending on clean energy and energy efficiency programs, projects, or investments in the areas of housing, workforce development, pollution reduction, low-income energy assistance, energy, transportation, and economic development that must go to disadvantaged communities. (Part VV) ++Grocery++ - Declares it is the policy of the legislature to enable milk producers and the state dairy industry to promote the consumption of milk and diary products, and develop improved dairy products. (Part J) ++Healthcare++ - Mandates that the Superintendent of Insurance publish in the annual consumer insurance guide: - the number of approvals and adverse determinations of each health insurer, - the number of prior authorization requests, approvals and denials, - the number of prior authorization appeals, appeals upheld, and appeals overturned. (Part HH, Subpart A) ++Recreation++ - Repeals language limiting the use of work zone speed cameras to controlled access highways. (Part G) - Establishes a pilot program requiring the installation of intelligent speed assistance devices for repeated violations of maximum speed limits, in which the vehicle owner is held liable. (Part D) - Authorizes the creation of a traffic camera violation program bureau to enforce liability on vehicle owners for failure to stop for a school bus displaying a red signal and stop-arm. (Part UU) ++Tax++ - Extends provisions that allow a city to create a tax increment financing district to fund a mass transportation project (Part H). ++Legal Services++ - Places limitations on damages resulting from motor vehicle accidents , including that no liability for non-economic loss shall be fixed unless and until the trier of fact has determined the existence of a serious injury. (Part EE) ++Retail++ - Establishes the food retail establishment subsidization for healthy communities act (FRESH Communities) to provide loans, loan guarantees, interest subsidies and grants to businesses, municipalities, not-for-profit corporations or local development corporations for the purpose of attracting, maintaining or permitting the expansion of food retail establishments in underserved areas. (Part KK) ++Financial Services++ - Gives TRS members unreduced early retirement at age 58 with 30 years of service, reduce required member contribution rates for certain NYCERS and BERS members, and increase the Overtime Ceiling. (Part XX) - Modifies the existing amortization schedule for the Unfunded Accrued Liabilities of the New York City Retirement Systems and Pension Funds effective upon enactment and deemed to have been in effect on and after July 1, 2025. (Part YY) - Grants earlier Escalation eligibility for Tier 3 FIRE members who retire for service by allowing for Full Escalation at 23 years of service, and commencement of partial escalation for retirements with more than 20 years of service. (Part ZZ) - Increases the salary used for determining pension benefits for members who retire with at least 25 years of uniformed FIRE service. (Part AAA) ++Labor++ - Appropriates funds to unemployment and workers' compensation funds. ++Sections removed in amendment++ - Allowing for-hire autonomous vehicles outside of New York City. - Requires synthetic content creation system providers to include content provenance verification. (Part X) - Prohibits advertising former prices unless such former price is the actual, bona fide price of the product for which the retail seller offered to the public. (Part Z) - Requires data brokers to register with the state and creates a centralized mechanism for consumers to request the deletion of their personal information. (Part AA) - Create a heat pump rebate program. Eligible heat pumps must meet or exceed the consortium for energy efficiency highest efficiency tier, not including any advanced tier, in effect at the beginning of the year in which the heat pump is installed at the eligible applicant's primary residence. The rebate is the lesser of 30% of cost or $2,000. (Part GGG) - Language restricting electric utility rate increases and requiring disclosure of utility co. CEO salaries. (Part M) - Language that would have established the Utility Consumer Advocate office to represent the consumers' interests before the PSC. (Part RR) - Required PSC to identify ways to identify utilities' excess profits. (Part TT, Subpart B) - Directs the department of financial services to conduct a study on the banking development district program and to make recommendations to improve such program. (Part UU)
