As introduced: - Creates a civil cause of action for a political candidate against a person who knowingly distributes a 'digital forgery' of the candidate within 90 days of an election, if the forgery is likely to harm their reputation or electoral prospects. - Exempts from liability any material that includes a clear and conspicuous disclaimer stating that it has been manipulated. - Authorizes a court to issue an injunction to stop the distribution of the digital forgery and allows a prevailing candidate to be awarded damages, including statutory damages up to $10,000, punitive damages, and attorney's fees.
