(Part O) - Extends the sunset for allowing alcohol sales in certain movie theaters from three years to six years. (Part O) - Prohibits wholesalers from charging retailers attorney fees, breakage fees, or unregulated split-case fees, while authorizing the State Liquor Authority to regulate and limit other wholesaler-imposed fees. (Part O). ++HR++ - Creates workers' compensation fraud units within the state district attorneys' office. - Specifies which providers are authorized to rend certain medical care in workers' compensation cases. (Part X). ++Legal Services++ - Requires the annual rate of interest on judgments be calculated at the one-year United States treasury bill rate. (Part DD) ++Ethics++ - Establishes a deadline for lobbyists to complete their required training course and creates a fee for lobbyists who fail to complete that training on time. (Part U) - Requires both lobbyists and their clients to complete a state-run training course. (Part U) ++Weapons++ - Expands the definition of machine gun to include a convertible pistol that is equipped with a pistol converter. (Part CA) - Defines convertible pistol as a pistol that can be altered into a machine gun. (Part CA) - Establishes new criminal offenses for the manufacture and sale of pistols that can be readily converted to machine guns. (Part CA) - Requires 3D printers sold in the state to be equipped with technology to block the printing of firearms. (Part CA) - Expands the criminal offense for the possession of a digital firearm manufacturing code with the intent to manufacture an item. (Part CA) ++Immigration++ - Bans state and municipal employees, local governments, and law enforcement agencies from utilizing public resources, work time, or facilities to assist in federal civil immigration enforcement. - Voids all active intergovernmental service agreements or 287(g) contracts that permit local facilities to house or detain individuals for civil immigration violations. - Restricts public employees and school staff from disclosing individuals' personally identifiable information to immigration authorities. - Prohibits authorities from accessing non-public areas of government properties, polling sites, and schools without a federal warrant. - Prohibits a child from being denied a free public education or faces enrollment barriers due to their perceived or actual immigration status. - Creates the specialized Office of Immigrant Trust within the Department of Law to handle public complaints, investigate state or municipal agencies suspected of non-compliance, and initiate civil actions or mandatory monitoring programs. ++Tax++ - Allows the worker compensation board to impose an assessment of 0.4% to fund worker compensation fraud investigation (Part W). ++Removed Provisions++ - Expands the crime of criminal interference by with health care services or access to a place of religious worship. (Part K) - Revises the surprise medical bill dispute resolution process to primarily rely on a benchmark payment standard and amends the criteria for determining a reasonable fee when there is a dispute. (Part T) - 3/9/2026 version removes language defining a convertible pistol and digital firearm manufacturing codes, establishing a criminal offense for the possession of a digital firearm manufacturing code with the intent to manufacture an item. (Part CA) - Prohibits the distribution of materially deceptive AI-generated media intended to influence an election if occurring 90 days before an election and without the consent of individuals depicted. (Part R) - Prohibits an alcoholic beverage brand or trade name label from containing any statement, design, or device that would appeal to children or persons under 21. (Part O) - Authorizes the use of channel pricing of liquor and wine by manufacturers and wholesalers by filing different prices and/or quantity discounts for on-premises and off-premises retailers. (Part O) - Creates requirements for persons applying for an alcohol fulfillment warehouse permit, and allows the warehouses to be used for direct shipment of beverages and shipping of beverages for sale by licensed retailers. (Part O) - Allows a special on-premises license to be issued to a hotel. (Part O) - Allows microbreweries, microrectifiers, and microdistilleries to conduct tastings on the licensed premises and sell New York-labeled products. (Part O) - Allows a licensed manufacturer to own up to three licensed retail premises for on-premises consumption located out of state. (Part O) - Creates an adult care facility alcoholic beverage license. (Part P) - Allows alcoholic beverages to be provided by a licensee in an airport lounge. (Part P) - Creates a higher education on-premises license for alcoholic beverage sales. (Part P) - Creates a hotel concessionaire license to sell unopened alcoholic beverages to go. (Part P) - Creates an early morning sport bar on-premises alcoholic beverages permit. (part P) - Creates a dine and dance license for on-premises consumption. (Part Q) - Prohibits the distribution of materially deceptive AI-generated media intended to influence an election. (Part S) - Enacts the "New York State Bivens Act" to create a state-level cause of action against federal officials for constitutional rights violations. - Establishes the "Sensitive Location Protection Act" to restrict civil immigration enforcement in locations such as schools and hospitals unless agents possess a judicial warrant. (Part M) - Establishes the offense of unlawful use of a drone which occurs when a person operates a drone in a nefarious manner or over prohibited space without prior approval. Allows law enforcement officers to take reasonable measure to disable to a drone that poses a safety or security risk. (Part D) - Requires the annual rate of interest on judgments be calculated at the one-year United States treasury bill rate. (Part DD)
