As enacted: - Amends real estate law to require disclosure of broker compensation in written agreements and to require brokers to advise consumers to seek legal advice when using a purchase contract created by a principal to the transaction. - Expands the Colorado Consumer Protection Act (CCPA) to prohibit practicing a profession or occupation without having obtained the qualifications required by law. - Authorizes the attorney general to meet with the joint budget committee in executive session regarding the budgetary impacts of litigation and expands the attorney general's subpoena authority in pattern-or-practice investigations of government authorities. - Creates advisory councils within the Department of Law for debt collection, consumer protection, and data privacy. - Establishes the False Medicaid Claims Recovery Fund to allow the Department of Law to recover and reinvest costs associated with enforcing the "Colorado Medicaid False Claims Act". - Clarifies that the interest rate cap on medical debt does not apply to consumer credit unless the consumer credit is offered specifically for medical debt.
