As introduced: - Prohibits the use of an artificial intelligence system to impersonate or act as a substitute for a licensed mental health professional. - Requires health plan reimbursement for mental health and substance abuse services to be at least as favorable, relative to Medicare rates, as reimbursement for medical and surgical services. - Prohibits a health plan from using "downcoding" to reimburse a provider for a less complex or lower cost service than was actually performed. - Prohibits a health plan from retroactively auditing or seeking recoupment of a paid claim more than 180 days after the date of payment. - Requires a provider's signed approval for contract amendments that make a material change or reduce reimbursement rates. - Limits a patient's cost-sharing for out-of-network mental and behavioral health services to in-network rates if the health plan's provider network is inadequate.
