As prefiled: - Requires ticket resellers who sell 50 or more tickets annually to register with the Division of Consumer Protection and obtain a surety bond. - Prohibits a reseller from selling a ticket for more than 10% above its initial total price and caps service fees charged by a secondary ticket exchange at 10% of the initial ticket price. - Requires the upfront, all-in disclosure of a ticket's total price, including all fees and taxes, as well as the seat location for the ticket. - Prohibits the sale of speculative tickets, which are tickets not in the reseller's possession. - Generally prohibits restrictions on the transferability or resale of tickets that were made available to the general public for purchase. - Requires sellers and resellers to take reasonable steps to implement technology that restricts the use of ticket bots by limiting the number of tickets purchased at one time.
